May Day and Idaho Mine Complex 112 (d) Permit Application O?w
Exhibit E - Reclamation Plan
A review of the 1983 San Juan Forest Plan' and 1992 Amended Forest Plane and the San Juan Plan
Amendments3 (since 1992 Amended Plans) showed no plans to change general, overall land use. La Plata
County is currently in the process of updating its 2001 La Plata County Comprehensive Plan and as of
July 2010 had a draft plan partially completed and available to the public a Over the last 50 years in La
Plata County, a general trend has occurred with the conversion of some of the historic agricultural (ranch-
ing and farming) land use into recreational land use due to the continuous population growth. Much of
this trend is also due to increased tourism activity. The 2010 draft plan notes the impacts of an increa-
singly distressed local economy combined with the increased population, and need for infrastructure, and
the pressures they have placed on the agricultural community.
Post-mining land use is recreational and a plan for reclamation and revegetation is included in this exhi-
bit.
6.4.5(2) (c) Meeting Requirements of Section 3.1
Rule 3.1.1 Establishing Post-Mining Use:
Affected lands of the May Day and Idaho Mine Complex will be reclaimed to'a post-mining recr-
eational land use. Section 6.4.5(2) (b) above provides a comparison of and compatibility with
surrounding land use. This reclamation plan was prepared with the future recreational land use in
mind including grading and seeding with native plants to blend with the surrounding landscape
and topography as much as practicable.
• Rule 3.1.2 Reclaiming Substituted Land:
No substituted land for reclamation requirements is planned
• Rule 3.1.3 Time Limit and Phased Reclamation:
Reclamation activities will be conducted on affected lands upon completion of each phase (Exhi-
bit D - Mining Plan) and detailed in Section 6.4.5(2)(e) below.
• Rule 3.1.4 Public Use:
Public use of the lands owned by Wildcat for recreational purposes, will only be permitted by
Wildcat if conducted in accordance with the Limited Landowner Liability Law contained in Ar-
ticle 41 of Title 33, C.R.S. 1984, as amended, and will not be permitted in areas where such use is
found by Wildcat to be hazardous or objectionable.
• Rule 3.1.5 Reclamation Measures - Materials Handling:
(1) With a final land use of recreational, matching the surrounding landscape in topography is the
best practice. Therefore, final grading topography is planned to match the surrounding land-
scape.
(2) Mill tailings will be disposed of in underground workings as described in the Environmental
Protection Plan (Exhibit T).
