Response to Preliminary County Comments Received on March 17, 2011 <br />Secondary Preliminary Adequacy Issue #12 <br />Exhibit G - Water Information; Rule 6.4.7(3), Projected Water Requirements, page 2. Please <br />describe the ultimate fate of the 10 gpm makeup water that will be used in milling. Will it be <br />incorporated into and disposed with tailings? <br />Response #12 <br />Make up water will be used to control crusher fugitive dust emissions or will be <br />encapsulated in the dry stack tails. <br />Secondary Preliminary Adequacy Issue #13 <br />A. Exhibit G - Water Information; Rule 6.4.7(4), Projected Water Sources, page 3. The <br />Applicant states that the source of water for the mill will be the Idaho Adit near Idaho <br />Portal No. 1. Fig. C-4 indicates that the Idaho Adit #1 is "currently closed with rock <br />pile." How is the applicant able to determine the existence of, and quantity of water <br />available from the adit in the closed condition? <br />B. Please explain the difference between the Idaho Adit and the Idaho Portal No. 1. <br />Response #13a <br />Water will be obtained from an area in close proximity to the historical Idaho Mill and <br />Portal. <br />Response #13b <br />The Idaho Adit and the Idaho Portal No. 1 are considered to be the same point. <br />Secondary Preliminary Adequacy Issue #14 <br />Exhibit T - Environmental Protection Plan; Rule 6.4.20(7)(a) [Rule 6.4.21(7)(a) under the Hard <br />Rock Rules effective Sept. 30, 2010], page 6. Please describe the process (es) that will be used to <br />prepare the tailings to "reduce the moisture available for leaching, and stored within dry <br />underground workings." <br />Response #14 <br />Moisture will be removed from tailings using a vacuum or belt filter press (or suitable <br />alternative). After the tails have been treated, if moisture content is elevated (above <br />saturation limits) cement or suitable alternative will be added to stabilize the filter cake. <br />Revised <br />4/14/2011 <br />30
