3. No highly controversial environmental effects or unresolved conflicts concerning <br />alternative uses of available resources exist. <br />4. There are no uncertain and potentially significant environmental effects or involve unique <br />or unknown environmental risks. <br />5. This project does not set a precedent for future action or represent a decision in principle <br />about future actions with potentially significant environmental effects. <br />6. There is no direct relationship to other actions with individually insignificant but <br />cumulatively significant environmental effects. <br />7. There are no significant impacts from this proposal on properties listed, or eligible for <br />listing, in the National Register of Historic Places as determined by the bureau or office. <br />8. No threatened, endangered, or proposed species or critical habitat occur in the permit <br />locations. <br />9. No other Federal laws, or a State, local or tribal laws or requirements imposed for the <br />protection of the environment are violated. <br />10. This action will not have a disproportionately high and adverse effect on low income or <br />minority populations (E.O. 12898). <br />11. This action does not limit access to, and ceremonial use of, Indian sacred sites on Federal <br />lands by Indian religious practitioners, or adversely affect the physical integrity of such <br />sacred sites (E.O. 13007). <br />12. This project will not contribute to the introduction, continued existence, or spread of <br />noxious weeds or non-native invasive species known to occur in the area or actions that <br />may promote the introduction, growth, or expansion of the range of such species.
