This is a yearly requirement of tourist <br />mines on public lands administered by the Department of Reclamation Mining and Safety (DRMS). My <br />mine gets inspected each year to insure that conditions in and around my operations meet safety stan- <br />dards. The DRMS inspectors are certified by the Mine Safety and Health Administration (MSHA) and do <br />this for a living. I also am a MSHA certified instructor and keep abreast of the changes in the law <br />annually. My mine has never had an accident in the entire time I have had the inspections. <br />Because the State of Colorado has jurisdiction over ALL health, safety and welfare aspects of <br />mining, it is my contention that the only remaining issue citied by the formal complaint letter you re- <br />ceived from a perturbed citizen is the speed issue on County Road 312.
