Section 780.12(b) Continued.
predicted discharge is applied to one of the smallest proposed
sedimentation ponds, then this analysis represents a "worst-case"
example of pit discharge vs. detention time. Lesser amounts of
pumping into larger ponds would result in no effect on sedimentation
pond detention time.
Water supply for operational needs, such as haul road watering,
sanitary facilities, equipment washing, and other commercial and
industrial purposes will be obtained from water collected in the pits
and from the supply well at the Marr Mine office and shop and will
total approximately 2.56 acre-feet per year. The supply well
operates under Permit No. 20253-F issued by the Colorado State
Engineer for 3 acre-feet per year.
In the unlikely event that surface mining activities conducted by
Kerr Coal cause either qualitative or quantitative injury to another
water user, water legally available to Kerr Coal would be used to
mitigate this injury. These water rights are discussed under Section
779.17.
Monitoring Program
Kerr Coal will conduct a comprehensive monitoring program of surface
and ground water quality and quantity throughout the term of the
proposed mining and reclamation operations. This monitoring program
has been in place for the past ten years and, to date, has detected
no significant alterations or impacts to the hydrologic regime in the
mine plan and adjacent areas.
The plan for hydrologic monitoring consists of periodic observation
of the various monitoring facilities included in the approved
monitoring plan, which is fully described in the monitoring plan
section of Exhibit 42, Drainage and Sediment Control Plan. The
monitoring stations are shown on Map 23-2, Water Monitoring Sites in
Exhibit 42, Drainage and Sediment Control Plan; Map 15a, Kerr Mine
Area Ground Water Hydrology; Map 16a, Kerr Mine Area Surface Water
780-107 bbR
Revised - January, 1991
