Doc Date:12f1112001 rll iirlll~iujrriir <br />S (~ Section 780.21(a) Continued. <br />(1) The quality of surface and ground water systems, both within the <br />proposed mine plan and adjacent areas, from the adverse effects of the <br />proposed surface mining activities; <br />(2) The rights of present users of surface and ground water; and <br />(3) The quantity of surface and ground water both within the proposed <br />mine plan area and adjacent area from adverse effects of the proposed <br />surface mining activities, or to provide alternative sources of water in <br />accordance with 30 CFR 779.17 and 816.54, where the protection of quan- <br />tity cannot be snouted. <br />(b) The description shall includer~ <br />(1) A plan for the control, in accordance with 30 CFR 816, of surface <br />and ground water drainage into, through and out of the proposed mine <br />plan area; <br />(2) A plan for the treatment, where required under Subchapter K of this <br />Chapter and the regulatory program, of surface and groud water drainage <br />from the area to be disturbed by the proposed activities, and proposed <br />quantitative limits on pollutants in discharges subject to 30 CFR 816.42, <br />according to the more stringent of the following: <br />(i) Subchapter K of this Chapter and the regulatory program; or <br />(ii) Other applicable State and Federal laws. <br />(3) A plan for the restoration o£ the approximate recharge capacity of <br />the mine plan area in accordance with 30 CFR 816.51; and <br />1 <br />'(4) A plan for the collection, recording, and reporting of ground and <br />surface water quality and quantity data, according to 30 CFR 816.52. <br />780-90 <br />
