2008 Annual Reclamation Report Review
Pursuant to your request, I have reviewed the 2008 Annual Reclamation Report submitted by Western
Fuels Colorado for the New Horizon Mine. Overall, the report was well organized and informative. I
do, however, have the following questions and comments:
1. Exhibit 2008-6, 2008 Topsoil Sample Points - Please clarify or correct the discrepancies
listed below for this map:
a. Include a legend that explains the crosshatching on the 2008 topsoiled sections, the
hexagon pattern on the road and the gird size used for sampling locations.
b. Sampling points TS-51, 52 and 53 are located in the road. Is this accurate?
c. The sampling point for TS-67 is unmarked on the map.
d. The additional retopsoiled acreages listed in the 2007 topsoiled block are not
indicated on the map. Please include these areas which are depicted in the 2007
ARR, Exhibit 2007-6.
e. It is unclear the topsoiling sequence east of the 1996 topsoiled area.
2. Exhibit 2008-7, 2008 Backfill - Please clarify or correct the discrepancies listed below for
this map:
a. The 1996 legend symbol does not match the corresponding area on the map.
b. The area between 1996 and 1997 is not labeled clearly as to the date of backfill and
acreage.
c. The legend has 2007 listed twice.
d. Explain the 34 red points labeled with an SS on the map in the legend.
3. Exhibit 2008-10, 2008 Topsoil Soil Balance - Please clarify or correct the discrepancies
listed below for this map:
a. The stockpiles next to pond 13 are mislabeled and the cubic yard values do not
match the corresponding chart.
b. The cubic yard values for stockpiles 17 and 18 do not match the values in the chart
on the map.
