PERMIT #: M-2000-032 <br />INSPECTOR'S INITIALS: THM <br />INSPECTION DATE: March 24, 2011 <br />OBSERVATIONS <br />This inspection was conducted as part of the normal monitoring program established by the Colorado Division <br />of Reclamation, Mining and Safety. The Monument View Gravel Pit is located east of 23 Road approximately <br />5 miles west of Grand Junction, Colorado. The site is a 112c operation. M.A. Concrete Construction, Inc. <br />representatives Jay Inglehart and Andy Azcarraga both accompanied the inspector during the inspection. <br />The mine identification sign and affected area boundary markers are in place and in compliance with rule <br />3.1.12. The permit boundary is comprised of a fence around the entire perimeter of the mine. <br />The site was active during the inspection and various pieces of equipment were observed operating within the <br />permit area. The majority of the site has been mined out and the remaining area to be mined is the southwest <br />corner of the permit area. <br />Stockpiles of fill material required to fill the "Pit Area" were observed within the permit area. It did not appear <br />that the amount of stockpiled fill was enough to completely fill the entire 6 acres of excavation and the operator <br />is still required to import a large amount of fill material in order to meet the requirements of the approved <br />reclamation plan. Various types of fill material were observed in the "Pit Area" located in the west central <br />portion of the permit area. The majority of the fill consisted of broken up concrete and earth. A few plastic <br />pipes were observed in the "Pit Area" and the operator was notified that the piping was not considered an <br />adequate fill material. This is not seen as a problem at this time but will be used as a tool to monitor <br />reclamation performance during future inspections. <br />In an effort to ensure that the financial warranty remains adequate to reclaim the site per the requirements of the <br />approved reclamation plan, DRMS has updated the reclamation cost estimate (copy enclosed). Therefore <br />pursuant to Sections 34-32.5-117(4) of the Colorado Land Reclamation Act, adequate financial warranty must <br />be submitted to the DRMS within 60 days of the mailing date of this report.
