Mike Boulay -5- April 11, 2011
grazing is not planned or desired by the landowner as a postmining use, that
should be clarified. If the land uses have changed within the previous 5 years, the
historic land uses should also be described.
CAM: Map-07 has been revised to show 'Rangeland' and 'Fish and Wildlife' as
the current land use types. While the area west of Reed Wash is not currently
grazed by domestic livestock, by DRMS definition, "Rangeland" means land on
which plant cover is principally valuable for forage, therefore, by definition,
"Rangeland" is an applicable land use type West of Reed Wash. The definition of
land use by the DRMS states land uses ...'are an integral part of the land use'.
Irrigated pasture, or Pastureland is not an integral part of the land use at 0.18
acres and therefore not shown on Map-07 or mentioned in applicable permit
sections. Page 2.04-3 has been revised to include consistent land use types of
rangeland & fish & wildlife habitat west of Reed Wash, and fish & wildlife and
industrial East of Reed Wash.
Rule 2.04.4 Cultural and Historic Resource Information
5. Please refer to the enclosed comment letter from the Colorado Historic Society
(CHS) dated October 21, 2010 provided in Attachment 1. Following their review of
the Class III Cultural Resource Inventory report and additional documentation
provided to them by Grand River Institute they concur that a finding of no historic
properties affected is appropriate for the proposed project. Please note the
following as indicated in the CHS letter. Should unidentified archaeological
resources be discovered in the course of the project, work must be interrupted until
the resources have been evaluated in terms of the National Register of Historic
Places eligibility criteria (36 CFR 60.4) in consultation with the their office. No
further response from CAM is necessary at this time.
Rule 2.04.6 Geology Description
6. The first sentence of Section 2.04.6 indicates that the discussion of geology is
derived from the 1955 Grand Junction Soil Survey. The Division has compared
the text provided with the application against the Geologic Map of Colorado
published in 1979. We suggest that the names of a number of the geologic units
have been revised, and we recommend that portions of the section be reworded
as follows:
Replace the 1St sentence of page 2.04.9: "The following discussion of
geology is derived from the 1955 Grand Junction Soil Survey and from the
1979 Geologic Map of Colorado."
Replace 4th -5 th sentences: "To the north and northeast, the Mancos shale
is capped by the Cretaceous Mount Garfield Formation and Sego
Sandstone, forming the Book Cliffs. The Book Cliffs stand out in bold relief
