V To <br />Mike Boulay -45- April 11, 2011 <br />Rule 2.10 Maps <br />113. On Map 10, the Permit Boundary is not shown. Please add the Permit <br />Boundary. <br />CAM: Please see revised Map-10 <br />114. The typical section for Haul Road #1 shown on Map 15 does not portray the <br />proposed surfacing materials and thicknesses as does the Haul Road #2 section. <br />Please revise the graphic to include materials and thicknesses proposed to <br />surface Haul Road #1. <br />CAM: Please see revised Map-15 <br />115. Map 21 provides two sections (A-A' and B-B') for the rail spur. Please revise <br />Map 21 to include a typical section which shows the types of materials and <br />thicknesses thereof proposed for construction of the rail spur <br />embankment. <br />CAM: In lieu of typical section shown on Map 21, please see the Union Pacific typical <br />section as shown in Exhibit 16. <br />116. Map 21 illustrates the profile of the proposed rail spur and loop. The location of <br />the proposed bridge spanning Reed Wash is not shown. Please add this <br />feature to the rail spur profile. <br />CAM: Please see revised Map-21. <br />Rule 4.03.1 Haul Roads <br />117. Rule 4.03.1(3)(c) requires that the road widths for haul roads shall be appropriate <br />for the anticipated volume of traffic and the nature and speed of vehicles to be <br />used. In the second paragraph of Section 2.05.3(c) and on Map 15, Haul Road <br />#1, which is 0.58 miles in length, is described as having a minimum width of 12 <br />feet. It appears that the road is intended to function as a two-way road, carrying <br />all traffic entering and exiting the Loadout facility, including highway-legal coal <br />haul trucks. The proposed narrow width of Haul Road #1 is insufficient to allow <br />for two-way traffic. Please revise the width to an appropriate dimension <br />which will allow traffic moving in opposing directions to pass safely. The <br />local governing agency, i.e. Mesa County or the City of Fruita, likely has <br />minimum width requirements for two-way roads. <br />CAM. The haul road shown on Map 15 is a private road that is currently in place, and <br />in use. CAM has a 30 foot easement as a means for accessing the Loadout
