On page 2.05-43 there is an incorrect reference to the location of the air <br />emission permit application. It should be Volume I, Tab 11 not Tab 10. <br />CAM: Please see revised page 2.05-43. <br />Rule 2.05.6(2) Fish and Wildlife Plan <br />85. In Subsection (2)(a)(i), the applicant commits to using best management practices <br />for watershed protection during construction activities. Presumably, those <br />activities would relate to the installation of both short term and long term drainage <br />and sediment control, and soil stabilization measures, in both the primary facilities <br />area and along roads and the rail spur. Please summarize the practices that <br />will be employed, and reference the relevant application sections where such <br />practices are addressed in more detail. In the same subsection, water <br />depletions and associated measures are referenced. A sentence fragment <br />related to the water depletion discussion is missing, between the bottom of <br />page 2.05-43 and top of page 2.05-44. Please restore the missing sentence <br />fragment. After sedimentation control plan is developed for the rail this can <br />be better addressed. <br />CAM: Please see revised page 2.05-43 for discussion of short term sediment control. <br />The long term sedimentation control plan is discussed in various parts of section <br />2.05.3(4). The sentence fragment has been corrected on page 2.05-44. <br />86. Please expand the discussion under Subsection (2)(a)(11) regarding impact <br />minimization/habitat enhancement. Specific details will need to be included <br />within the appropriate sections of the application (and referenced in (2)(a)(ii)), <br />regarding measures that will be employed to establish vegetation cover on the 23.6 <br />acres of essentially barren land dominated by exposed and buried industrial <br />wastes. Please summarize the practices that will be employed (e.g. soil <br />importation and/or burial of exposed wastes, seeding practices and seed mix, <br />success standards, etc.), and reference the relevant application sections where <br />such practices are addressed in more detail. <br />CAM: Please see revised pages 2.05-44 and 2.05-28 regarding reclamation practices <br />for industrial lands. <br />87. Please expand the narrative under (a)(ii), to address compliance with the <br />requirements of Rule 4.18 (4) for powerline construction (provide <br />construction design that will ensure that electrocution hazard to raptors will
