Mike Boulay -32- April 11, 2011 <br />salvaged from haul roads and that both haul roads and the access road would be <br />topsoiled during final reclamation. This conflicts with information in soils baseline <br />and removal/replacement sections of the application indicating that the roads are <br />located within previously disturbed areas where no topsoil is available. Map 9 <br />("Topsoil Distribution Plan") does not depict topsoil replacement on the reclaimed <br />haul road or access road corridor disturbance areas. Please revise the <br />application as warranted for clarity and consistency. <br />CAM: Text on page 2.05-10 has been revised to reflect the fact that no topsoil is <br />available for salvage. Text regarding topsoil replacement during reclamation has <br />been removed from pages 2.05-12 and 2.05-14. <br />62. Given the high salinity/sodicity of the topsoil to be salvaged and stockpiled, it is <br />recommended that salt tolerant shrubs including fourwing saltbush and <br />greasewood be included in the stabilization seed mix for use on the topsoil <br />stockpile. Please revise the seedmix to include salt tolerant shrub species. <br />CAM: The temporary seedmix, as shown in Exhibit 4, Table SM-1 has been <br />revised to include fourwing saltbrush and greasewood. <br />63. Please provide detail regarding topsoil stockpile construction and <br />revegetation; specify stockpile outslopes no greater than 3:1 to facilitate <br />establishment of seeded vegetation and minimize potential for erosion and <br />weed invasion. Also address method of seeding, mulching, mulch <br />application and rates. <br />CAM: Please see revised pages 2.05-22 & 23. <br />Rule 2.05.4(1) Reclamation Plan <br />64. In the first paragraph of this section, CAM says the land will be returned to an <br />industrial and wildlife habitat land use. In Section (2)(d) of this section (third <br />paragraph), CAM says the postmining land use will be rangeland and wildlife <br />habitat. Revegetation success standards are based on the postmining land use, <br />so it is important to be consistent. Please clarify the postmining land use and <br />be consistent throughout the permit. <br />CAM: Please see revised pages 2.05-28 & 29. <br />65. The application states that approximately 70,000 cubic yards of fill will be <br />imported to construct the rail spur, rail loop and haul road and that this <br />overburden material will be obtained from a permitted gravel pit. The Division <br />has received documentation indicating this material will come from the adjacent <br />parcel owned by Tavistock Partners, LLC, which is not a permitted gravel pit. <br />Tavistock requested a determination from the Division regarding the necessity of
