The electrical power distribution upgrade consists of repair and upgrading of the <br />• transmission lines, substations and distribution system. Repair and upgrade of the <br />existing 44kV transmission line from San Isabel Electric Association's Tercio <br />Substation to New Elk Mine Substation. The transmission line will be repaired and <br />upgraded to 69kV. The ownership of this transmission line will remain with San <br />Isabel Electric Association. No power poles will be added, but the existing terminal <br />pole will be removed and relocated. The electrical utilities corridor is included on <br />Map 11 Sheet 2 East Portal Utilities. The lines owned by San Isabel Electric are <br />noted on the map. <br />The existing New Elk Coal Company New Elk Mine Substation will be upgraded to <br />30 MVA at 69kV. All substation upgrades will occur inside the existing substation <br />enclosure (fence). A new substation control building will be added to the substation <br />from which all underground and surface electrical distribution circuits will be fed. <br />The substation is owned and operated by New Elk Coal Company. <br />The underground and surface electrical distribution system will be upgraded to <br />12.47kV. All surface and underground electrical distribution circuits will be fed <br />from the substation control building. A new buried, concrete - encased duct bank will <br />be installed from the substation to the mine portal area to feed the underground mine, <br />surface conveyors, and crusher building. Typical duct bank construction is shown in <br />Figure 2b. <br />is The coal processing plant and refuse conveyor system will be fed by means of an <br />existing overhead transmission line. This line was originally energized at 44kV and <br />owned by San Isabel Electric Association. Ownership will be transferred to New Elk <br />Coal Company and the line charged at 12.47 W. The ventilation fan and surface <br />buildings will be fed by means of existing 12.47kV overhead distribution lines. The <br />existing 12.47 kV overhead distribution lines are currently owned by San Isabel <br />Electric Association, but ownership of all lines on New Elk Coal Company Property <br />will be transferred to New Elk Coal Company for the permanent power distribution <br />system. The 12.47 kV overhead power lines for the permanent electrical system will <br />be isolated from the San Isabel Electric Association system off New Elk Coal <br />Company property, but remain capable of quick reconnection to supply emergency <br />power if needed. A temporary substation will be located adjacent to the existing <br />substation while work on upgrading the substation is underway. <br />It may be necessary to dewater the old Allen seam works north and east of the slopes. <br />Dewatering may be required if the barrier pillar size is inadequate for the mine water <br />head. Preliminary calculations using the Pennsylvania Mine Inspector's Formula <br />approach indicate that there is sufficient room to drive the necessary access entries. If <br />the works need dewatering two wells are proposed. Both wells are proposed in the <br />general location of pond 7. One is located north of highway 12.
