To
compliment the technical specifications, a revised scope of work and bid item list are attached to
this letter. These three documents, together with CMC's front-end contract language, would
complete the contractors' bid package. This summary letter reiterates several critical issues
summarized as follows (all references to sections are to the appropriate Report section):
• Submittal Requirements;
• Robinson Lake Water Elevation;
• Seepage Control Altematives;
• Borrow Soil Quantities; and
• Other Issues Not Identified In The Design Report.
Submittal Requirements
As discussed in Section 2.1, CMC should submit a copy of the Specifications- to the Colorado
Department of Water Resources (DWR) and Department of Mineral and Geology (DMG) for
review to confirm their non-jurisdictional determination. The non jurisdictional determination was
made based on the Dam being within the confines of a previous permitted dam (i.e., Robinson Lake
dam). Both the DWR and DMG requested only the technical specifications, not a full permit
application, to perform their review.
•
U:lSPELIMAN1CLUfAXMOL%CUMAXNDMUMLT.DI I January 22, 1997 -
Exhibit 71
