MONITORING AND MITIGATION PLAN <br />No adverse impacts are anticipated to be associated with the replacement of the pump station and <br />pipeline. As described previously, Climax has developed an Environmental Protection Plan (EPP) that <br />describes environmental protection facilities at the site and the monitoring performed to evaluate the <br />effectiveness of these facilities. Monitoring related to the Project includes ongoing groundwater <br />monitoring, and daily visual and mechanical inspections of all elements of the site-wide water <br />management system. No changes to the ongoing monitoring are currently contemplated, although <br />certain procedural changes associated with the operation of new equipment and controls will be made, as <br />necessary. <br />ADDITIONAL SUBMITTAL REQUIREMENTS APPLICABLE TO MUNICIPAL AND INDUSTRIAL <br />WATER PROJECTS <br />Climax seeks to optimize its water use requirements through efficient re-use and recycling, which <br />effectively eliminates the need for the introduction of freshwater and minimizes the amount of water <br />requiring treatment. The purpose of replacing the Robinson Lake Pump Station is to facilitate the efficient <br />reuse and recycling of water within Climax's water management system. At the Climax Mine, process • <br />water is defined as the waters that occur below the fresh water interceptor system, have come in contact <br />with mine tailing or mine waste rock, and require treatment prior to discharge into the natural stream <br />system (i.e. Tenmile Creek). Process water also includes storm water runoff below the interceptor system <br />that mixes with impacted waters and must, therefore, also be treated prior to release. The process water <br />system is made up of a complex network of water storage and conveyance facilities. The water balance <br />for the site is such that there is no need to introduce unimpacted water into the system for use in the <br />milling process. The water recycled for use as makeup water in the mill will be taken out of the water <br />management system after preliminary treatment through the Robinson Lake Pump Station. <br />Only water for potable use (and limited use as bearing seal water) requiring a higher quality of water will <br />be delivered from the Arkansas River Basin for consumptive use, under existing water rights. <br />L' <br />15
