CM0001465 <br />Climax Mine - Robinson Lake Pump Station Replacement <br />Eagle County 1041 Application Submittal • <br />habitats that include several species of native grasses and forbs to use as food sources <br />for adults and larva. As discussed, and as illustrated on Figure 3, the Project area is <br />within a disturbed operational area of the site and vegetation is more sparse than in <br />surrounding undisturbed areas. The Project area represents a very small percentage of <br />potential habitats of low quality and therefore, no adverse impacts are anticipated. <br />o Ute-Ladies'-Tresses: This species of orchid is typically found in wet meadows and <br />floodplains between elevations of 4,500 and 6,800 feet and is therefore not expected to <br />be present, as the elevation at the project site is nearly 11,000 feet. <br />Information relative to the Project and potential environmental impacts is presented below. An evaluation <br />of environmental impacts specific to the Robinson Lake Pump Station Replacement Project and relative <br />to each of the approval criteria contained in Section 6.04.01 of the Land Use Regulations is presented in <br />Attachment B. <br />Air Quality <br />An emergency generator, which will provide backup power for pump station heating and lighting, is an <br />existing unit that is Air Pollution Emission Notice (APEN) exempt under the Air Permit issued for the Site. <br />There are no other emission sources associated with the operation of the pump station. During <br />construction, a water truck will be used to control fugitive dust emissions. • <br />Surface Water Quality <br />The location of the Robinson Lake Pump Station Replacement Project relative to surface water bodies in <br />the area is indicated on Figure 1. There are no provisions in the 2002 Eagle River Water Quality <br />Management Plan directly applicable to the Project. Water quality in the upper reaches of the Eagle <br />River is described as excellent and water delivery from Eagle Park Reservoir at the headwaters of the <br />East Fork of the Eagle River is identified as assisting in stream flows in the Eagle River. This plan does <br />recommend that existing standards in the Eagle River watershed be continued, and the Robinson Lake <br />Pump Station Replacement Project will continue to provide protection of surface water quality in the Eagle <br />River watershed. <br />There are no off-site discharges to surface water related to the Project. All process water not handled <br />through the reclaim water system is treated and discharged under the CDPS permit for the entire site. <br />In addition to its primary purpose of reclaiming water within the process water system at the Climax site, <br />the Project also serves an important role as an environmental protection facility, providing flexibility in <br />water routing within the Climax water treatment system. The Robinson Lake Pump Station is regulated <br />as an Environmental Protection Facility (EPF) under the Environmental Protection Plan (EPP) that is part <br />• <br />11
