Please provide a separate seed mix designed for these field trials that contains a low <br />rate of grasses and forbs combined with tall shrubs that are adapted to mesic sites consistent with <br />the conditions associated with aspen groves. <br />Colowyo's Response: <br />The species chosen for the mix are appropriate for purposes of these field trials and for the most <br />part were included at the request of the Division during previous rounds of adequacy review. <br />14. Page 4.15-18, Illustration "Expected Field Implementation Plan for Aspen/Tall Shrub Field <br />Trials" - The diagram illustrates that the planting arrangements and density for containerized <br />plant stock is 550 plants/acre. The planned area is shown to be 220 feet by 220 feet or 48,400 <br />ft2. An acre is actually 43,560 ft2, _10% less than the diagram illustrates. This difference in <br />square footage lowers the actual stem count per acre resulting in a perceived mortality rate. <br />Please adjust the planting densities to 43,560 ft2 per acre to reflect this difference. <br />Colowyo's Response: <br />The dimensions of the fenced area incorporate the area to be targeted for the field trials and a <br />small buffer between the internal edge of the fences and the actual trail areas. This is being <br />done to allow for a small corridor for operating small vehicles to reduce the need to disturb any <br />area within the trial if at all possible in the near future (replanting activities, etc.) At any rate, <br />the trial areas will be one acre in size with 550 plants per trial area/acre. Due to the nature of <br />the trial, measurement of the number of live/dead containerized plants will be accomplished by <br />total count. <br />Technical Revision was initially submitted December 29, 2009. Revised pages submitted by CCC on <br />November 8, 2010 are still identified as revised on "12/22/2009". Please update the revised pages with an <br />updated date in order to assure that the correct version of the revised pages are incorporated into the permit <br />at the time a proposed decision is made. The Division's proposed decision date is March 14, 2011. Please <br />provide responses to the Division in advance of that date in order for the Division to review CCC's <br />responses by the decision date. <br />Colowyo's Response: <br />Colowyo has provided a full revised copy of Section 4.15 including all pages and figures found <br />within the section. Coloywo has historically maintained one date (the original submittal date) <br />for inclusion with the text footer pages throughout the technical adequacy review process and <br />utilized the change index sheets provided for each subsequent package to maintain document <br />control throughout the process. Figures and maps that contain revision blocks reflect the actual <br />date of revision/sequential updates. The electronic system currently utilized for permit text <br />modification does not allow for easy modification of the footer blocks to facilitate individual <br />page date differences within a Section, and the page numbers are linked as well, causing page <br />number changes. This is also a larger permit management issue that has been discussed <br />periodically and can definitely be revisited. <br />Please call me if you have additional questions.
