Compliance With Mine Plan N -Support Facilities Not On-site <br /> R -Other N -Special Categories Of Mining <br /> R -Processing Waste N -Topsoil <br /> COMMENTS <br /> This was a complete inspection of the Deserado Mine conducted by Jim Stark of the Colorado Division <br /> of Reclamation, Mining and Safety. Scott Wanstedt of Blue Mountain Energy accompanied me on teh <br /> inspection. The mine was currently mining and shipping coal and hauling refuse to the refuse disposal <br /> areas. The weather was cool and rainy and the ground was wet and muddy. The mine received several <br /> inches of snow over the weekend but that had all melted before the inspection. <br /> AVAILABILITY OF RECORDS—Rule 5.02.4(l): <br /> -All of the required records were available at the mine site. Please see the Availability of Records form at the end <br /> of this inspection for more detail. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage—Acid and Toxic Materials 4.05.8; Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> -Pond RP-1 was muddy in the bottom at the time of the inspection. The pond embankment was wll vegetated and <br /> stable and no erosional problems were noted. <br /> -Pond RP-2/3 contained water approximately three feet below the top of the primary riser and was not discharging <br /> at the time of the inspection. Both of the presettling cells contained water but did not appear to be discharging into <br /> the main pond. The pond embankment was well vegetated and stable and no erosional problems were noted. <br /> -Pond RP-4 contained water approximately two feet below the top of the primary riser and was not discharging at <br /> the time of the inspection. The pond embankment was well vegetated and stable and no erosional problems were <br /> noted. <br /> -Pond RP-5a contained water approximately three feet below the combination spillway and was not discharging at <br /> the time of the inspection.
