Mr. Berhan Kefflew <br />April 8, 2011 <br />Page 12 <br />Amendment No. 9 site preparation and development activities continued in the Main <br />Cresson and East Cresson-Wildhorse and WHEX-Mine Areas. <br />Technical Revisions ("TRs") were submitted to and approved by the DRMS for: <br />• TR 58: CC&V received written approval from DRMS on April 15, 2010 for <br />minor changes as part of TR-58. TR-58 included E-Train Expansion and <br />Phase I Pump Caisson Installation. The primary purpose of these <br />modifications is to improve process solution flows throughout the entire <br />process solution circuit, including the adsorption, desorption and recovery <br />("ADR") building and the valley leach facility ("VLF"). <br />TR 59: CC&V received written approval from DRMS on June 17, 2010 for <br />minor changes as part of TR-59. TR-59 included a triangular area <br />previously outside the boundary of the liner system at the union of Phases <br />IVB and IVC that was subsequently lined to provide a more contiguous <br />lined area footprint, more efficient solution flow capacity in that area, and <br />increased containment capabilities of the VLF. TR-59 also involved <br />enhancing the liner system (an 80 mil Linear Low Density Polyethylene <br />Gundseal liner installed by a qualified liner contractor per CC&V's <br />approved design specifications) in the vicinity of the Load-Out Bin ("LOB") <br />to ensure that all vehicular traffic on the VLF occurs over a liner system. <br />Enhancement and general maintenance of stormwater control features continued in <br />2010. Other Amendment No. 9 construction activities will continue throughout 2011 and <br />beyond. <br />Reclamation accomplished in 2010 included the following projects: <br />(1) Grading slopes to 2.5H:1V and hydroseeding 2 acres around the north side of the <br />new Ajax Exploration Building; (2) Topdressing with Biosol on 21.5 acres the previously <br />(2009) reclaimed Ruby Road Visual / Noise Berm and the East Cresson Backfill <br />Outslope below the American Eagles Road; (3) Grading, topsoil replacement, and <br />hydroseeding approximately 2.5 acres of the Phase 5 VLF toe berm outslope; (4) <br />Hydroseeding 7 acres of the New Ironclad Access Road outslopes and visual berm; (5) <br />Broadcast seeding approximately 0.5 acres around the relocated Hull City (0.2 acres) <br />and Forest Queen (0.3 acres) historic structures; (6) Broadcast seeding approximately <br />4.25 acres along the Stormwater Ditch between EMP Basins 10 and 16 plus seeding of <br />the graded slopes around the Basins proper; (7) Broadcast seeding 0.25 acres adjacent <br />to the new water tank access road east of the ADR; and (8) Hydroseeding <br />approximately 14.4 acres of the new County Road 82 Relocation northeast of the mine <br />area. <br />Weed control techniques were implemented within the Cresson Project area in 2010 <br />and will continue in 2011.
