6.4.5 Exhibit E <br />Reclamation Plan <br />The land owner intends to reclaim all mined areas to very limited rangeland <br />due to the historic use of the site as a gravel pit. Adjoining properties to the south <br />and west are mining operations. Adjoining property to the east is a cemetery. <br />Vacant land lies to the north of the operation. <br />Reclamation will begin on Pit Area 1 upon depletion of the reserve in up to ten <br />acres. Surface material and overburden from Pit Area 2 may be used in reclamation <br />of Pit Area 1. The permit boundary and affected area boundary will be marked with <br />stacks. Livestock will not be allowed on site until after the area is released by the <br />Division. <br />Reclamation will follow the Chaffee County Conservation District <br />recommendation dated June 20, 1980 including seed mix and revegetation <br />procedure. Slope construction of 31-1:1V and final site grading will occur concurrently <br />with mining. All mine related structures will be removed during reclamation <br />including stormwater control structures. The final pit floor grade will follow the <br />natural stratum dip to the north. The applicant will comply with all spill reporting <br />requirements outlined by the Division rule. <br />Plant Growth Medium Preservation: <br />Throughout the mining area, salvageable surface material will be removed <br />with a bulldozer or loader and stockpiled or placed on mined out areas. If a <br />stockpile's life expectancy or bench is greater than one year, it will be seeded with <br />the reclamation seed mix. Slopes on the stockpiles will be 2:1 and seeded by <br />broadcasting. <br />ReveQetaton <br />Pursuant to the February 20, 1980 "Wildlife Statement" prepared by Mr. Willie <br />Travnicek and provided in this exhibit, the site will be reclaimed in accordance with <br />the revegetation recommendations. The suggested grass seed mix includes species <br />of Indian ricegrass, blue grama, streambank wheatgrass or thickspike wheatgrass. <br />Since the site is historically a gravel mine, plant growth medium is not in abundance. <br />The salvaged plant growth medium will be evenly distributed across the disturbed <br />surface. As detailed in the DOW recommendation that follows, the disturbed surface <br />will be tilled to a depth of 4-6 inches with biosolids and a fertilizer mix to be <br />determined upon soil test results of the pit floor. <br />Seed mix may be applied via drilling or broadcasting. Mulching and crimping <br />with native grass hay will follow seeding to help with moisture retention. <br />Pinyon pine and Rocky Mountain juniper seedling planted was provided by <br />DOW as an option that may improve appearance of the site. Due to the poor <br />indigenous soil tree seedlings will NOT be planted during reclamation. <br />Revised January 31, 2011 <br />Page 7 of 24
