PERMIT #: M-1981-279 <br />INSPECTOR'S INITIALS: JLE <br />INSPECTION DATE: March 22, 2011 <br />OBSERVATIONS <br />This was a normal monitoring inspection of the Hancock Pit; DRMS file No. M-1981-279 operated by Otero <br />County. This site is located approximately 1.5 miles south of Rocky Ford, Colorado in Otero County. I, Jared <br />Ebert of the Colorado Division of Reclamation, Mining and Safety conducted the inspection. Mr. Darren Garcia <br />of Otero County accompanied me on the inspection. <br />This is a 92 acre 112c mining operation for sand and gravel. The mine identification sign was in place at the <br />entrance of the site and the permit boundary was marked with metal posts. A large grass fire occurred near <br />the site the day prior to the inspection. This site was originally mined in the northwest portion of the <br />property. The County added an addition 62 acres to their permit area in 1997 during the Amendment 01 <br />process (AM01). It appears a portion of the original mined area has been graded and vegetation has begun to <br />establish. Primarily, it appears mining advanced south and east from the original mine location. Another <br />small excavation has occurred southwest of the primary excavation. <br />The primary excavation area is approximately 35 acres in size. The Operator is pushing the pit slopes to <br />approximately a 3:1 horizontal to vertical ratio. The slopes are steeper in some areas and less steep in others. <br />Several large stockpiles of material are in place in the southwest corner of this pit. Topsoil is stockpiled along <br />the top of the southeast rim of the pit. <br />A small excavation has occurred southwest of the primary excavation. The pit is shallow, only 5 to 10 feet <br />deep. The side slopes have been graded to a 2.5:1 to 3:1 ratio. This pit is approximately 4 acres in size. It <br />does not appear this pit has been active from some time. <br />No problems were observed. <br />Page 2 of 4
