Seneca II-W - Phase I Bond Release (SL-3) <br />Seneca Coal Co. 9/21-23/2010 <br />Permit Number: C-1982-057 Christy Hulsman <br />Channel 006-NE2 had 0.23 acres excluded from the SL-2 bond release because additional riprap was <br />needed over a section. The riprap was added and the surrounding disturbed areas were revegetated. This <br />section is now stable and should be able to handle the water from the designated watershed area. <br />0.36 acres of the channel 006 Gulch were also in need of additional riprap and repair. The necessary <br />repairs have been made and the channel now appears stable and fully functional. <br />Light use roads LU-1, IA, 3, and 4 are included in the SL-3 bond release, totaling 3.38 acres. DRMS <br />approved the roads as permanent after the SL-2 bond release. The roads were approved as permanent by <br />the landowner request. The roads meet the design of a permanent light use road and show no signs of <br />excessive erosion or any instability. Additional water bars are needed along the light use roads to prevent <br />the formation of rills and gullies. <br />The corridor of Road "J" is included in the SL-3 bond release. Road "J" was formerly a haul road. The <br />road has been downsized to the width of a standard road. The culverts are still in place below Road "J". <br />The outlet areas of most off the culverts need some maintenance before spring runoff. Silt fencing and <br />straw waddles are being used to prevent sediment from reaching the undisturbed areas surrounding the <br />road corridor. Many of the silt control structures are currently at capacity. If maintenance is not conducted <br />on these structures, sediment will reach undisturbed areas of the permit over the coming winter/spring. <br />Haul Road "K" and its corridor are connected to the South Extension area. The road has been completely <br />removed, regraded and revegetated. Abundant Bull and Canadian thistle are overgrown on the majority of <br />the revegetated area. Thistle will have to be addressed before Phase 2 bond release. <br />Haul Road "I" and its corridor are connected to the South Extension area. The road has been completely <br />removed, regraded and revegetated. Minor rill and gully repair has been conducted. Regrading is stable. <br />Culvert I-1 was excluded from the SL-2 release since it needed to be removed. The culvert was collapsed <br />on each end, and then covered over with surrounding material. There is no evidence of water getting into <br />the collapsed culvert. <br />12.1 acres leading to former topsoil stockpile were not reclaimed adequately for the SL-2 bond release. <br />The Scrapper Road now meets Phase I bond release criteria of backfilling/grading and erosional stability.
