There was no operator representative <br />present during the inspection. Tonya Hammond of Snowcap Coal Company (SCC) was present during the <br />inspection. Weather conditions were partly cloudy and cool. Ground conditions were mostly dry. The site <br />remains in good condition and no problems or concerns were identified. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br />4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring <br />4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Site sedimentation ponds 8, 9, 10, and 11 were inspected. All sediment ponds were dry with the exception of Pond <br />8. Pond 8 was only damp at the bottom. The sedimentation ponds are all very well maintained and capable of <br />functioning as intended. All pond embankments, inlets and discharge structures were stable and no problems were <br />noted at any of the sediment pond locations. Drainage and diversion ditches site wide were stable with no <br />significant erosion or other problems noted. <br />SUPPORT FACILITIES - Rule 4.04: <br />The entire South Portal reclaimed area remains stable and in good condition. The Kokopelli fruit stand (see <br />attached photograph) is not open for business yet, and there is no activity at the South Portal location this time of <br />the year. The reclamation at the South Portal backfilled area remains in good condition. The roughened slope is <br />very stable with adequate vegetation. The RSRDA waste disposal site is well maintained.
