I was not accompanied by an operator representative during the <br />inspection. Weather conditions were cloudy and cool with light rain. Ground conditions were damp. When I <br />arrived at the site the gate at the East Salt Creek bridge crossing was open and there was someone apparently from <br />#11 Enterprises (surface owner) working to repair barbed wire fence by the corral area. <br />FISH and WILDLIFE —Rule 4.18: <br />Abundant elk sign was present on the access road and several elk were spotted along the banks of Munger Creek. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br />4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring <br />4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />East Salt Creek was flowing with turbid water. Munger Creek bottom was damp but had no flowing water. <br />The waste disposal area sediment pond was dry. The inlet and discharge structures were stable and no problems <br />were noted (see attached photograph). <br />The lower portion of the reclaimed portal access road was inspected (photograph attached).
