March 17, 2011 C- 1980- 004/McClane Canyon Mine MPB <br />(see attached Photo no. 1). The pond inlet and embankment were stable. SAE silt fence structures were retaining <br />water but appeared to be maintained and functional. The mine was discharging water at the time of the inspection. <br />The mine water discharge point located north of the conveyor portal is shown in Photo No. 2. <br />GENERAL MINE PLAN COMPLANCE: <br />Overall, the McClave Canyon Mine site facilities are well maintained. No problems were noted at any of the mine <br />locations during this inspection. <br />PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />The temporary coal waste pile area located above the sediment was inspected. The clean water diversion ditch <br />around the waste pile and sediment storage area are maintained and functional. The waste is properly contained. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br />Coal was being loaded and hauled from the mine site to the Bowie No. 2 Mine but there were no trucks present at <br />the site during the inspection. Roads were maintained and in good condition throughout the site. Ditches were <br />clear of sediment and debris and sediment traps and sumps had recently been cleaned and were functioning <br />adequately. <br />SUPPORT FACILITIES - Rule 4.04: <br />The shop expansion project on the portal bench was approved in September 2010 with MR -49. <br />MCM has nearly completed the project (see Photo No. 3). The size of the shop was increased from <br />40'x 40' to 80' x 80' to provide more efficient work space. <br />SIGNS AND MARKE — Rule 4.02: <br />In February 2011, the Division received notification from MCM that McClane Canyon Mine is in temporary <br />cessation and will likely remain in that status for a year or more. MGM has submitted the appropriate information <br />required by Rule 4.30.1(2). As required by Rule 4.30.1(3) MCM must also modify the mine identification sign to <br />include the Division office contact information where the mining and reclamation permit is filed. As shown in <br />attached Photograph No. 4 the mine identification sign was adequately modified as required. <br />Number of Partial Inspection this Fiscal Year: 5 <br />Number of Complete Inspections this Fiscal Year: 3 <br />Page 3 of 8 <br />
