2.05.3 OPERATION PLAN <br />Although coal is no longer being mined on the CEC property under this Permit, there are <br />other ongoing activities such as ash disposal, other non -coal waste disposal, and road and <br />facility maintenance which do not fit into the overall Reclamation Plan (2.05.5), and are <br />discussed herein. All existing features within the CEC Mine Permit boundary are shown <br />on the Existing Surface Features Map, presented in Appendix M -1 (updated annually in <br />the AHR Report). <br />Site Facilities in Use <br />The following CEC site facilities continue to be used: <br />♦ Asphalt paved access road and right -of way fencing to the mine site <br />♦ Sediment Pond 2, the Dugout Pond and the perimeter ditches (permanent features) <br />♦ Shop /office /warehouse building <br />♦ Laramie- Foxhills Formation water well #1 -A (LFH #1) <br />♦ Electrical distribution lines <br />♦ Portable storage building (20' x 15% currently located on west side of the shop /office <br />♦ Explosives magazine (see Maps M -1 & N -3) — used for records & equipment storage <br />♦ Diesel fuel storage tanks — (2) 12,700 gal. /each — above ground, with containment and <br />dispensing system <br />♦ Portable equipment cover shed, skid -mount (formerly dragline bucket repair shed) <br />♦ Water storage tank — 8,000 gal., elevated <br />♦ Domestic Waste Treatment Facility (includes lift station, "plant" & evaporation pond) <br />The site facilities listed below are shown on the Existing Surface Features Map, see <br />Appendix M -1: <br />♦ Office, shop and warehouse, with additions <br />♦ Diversion /drainage /perimeter ditches, Dugout Pond and Sediment Pond 2 for surface <br />water runoff control (refer to TR -28, Drainage and Control Plan 11) <br />♦ Domestic Waste Treatment Facility (see Appendix N -3) <br />♦ Main access road to mine site (see Appendices N -5 thru N -9) <br />♦ On site access roads, plans and profiles (see Appendix N -10) <br />♦ Electrical distribution system (see Appendices P -1 and P -2) <br />♦ Potable water system (see Appendix 0-1) <br />Disturbed lands in the facility areas have been mulched with manure and then seeded. <br />Topsand stockpiles A -1, A -3, B -1 and B -2 have been similarly treated for slope stability <br />protection. Both A and B Pits were reclaimed to elevations at a minimum of five (5) feet <br />above the pre- mining local groundwater table. A -Pit reclamation has been completed and <br />B -Pit is currently being used for ash (plus small amounts of mine waste rock) disposal. <br />The most current estimate (2009) is that at a rate of fill of approximately 40,300 cubic <br />102 07/09 <br />
