PERMIT #: M-1977-195 <br />INSPECTOR'S INITIALS: GRM <br />INSPECTION DATE: March 15, 2011 <br />OBSERVATIONS <br />This inspection was conducted as part of the normal monitoring program of the Colorado Division of Reclamation, <br />Mining, and Safety (Division). Division inspector Russ Means was accompanied by Hard Rock Paving representative Fred <br />Baldwin. The 291 Pit is a 110c permitted site located a just north of Salida, Colorado County Road 151 and State <br />Highway 291. The last inspection of the site was in September of 2005. <br />The mine identification sign and affected area boundary markers are in place and in compliance with Rule 3.1.12. The <br />sign is located at the entrance to the site off CR 151 as it enters the permit access point. Permit boundaries are marked <br />by t-posts, and fencing that marked the affected areas well. <br />Within the permit area a small processed materials stockpile, landscaping boulders, and pit run were noted. No <br />excavation was noted with significant volunteer vegetation covering most of the site. No equipment for mine related <br />activities was observed. The operator representative notes that some material is removed a truck load at a time, here <br />and there, and the site has intermittent status. While technically the activity is classified as mining related it appears the <br />site has had no real activity in some time. A review of annual reports submitted by the operator notes no mining or <br />reclamation activity since at least 2005. Clearly the site is in its last phases. <br />Reclamation is noted along the north, east and west pit areas and day lighted to the south. Slopes appear to be 3:1 as <br />required in most areas but were not verified at this time. Volunteer vegetation appears to be the primary cover. Native <br />grasses, shrubs, and willows were present as well as annual weeds. No noxious weeds were observed at this time. <br />Per Rule 3.1.3 an operator is required to reclaim a site with all reasonable diligence within five years of completing <br />mining activities. Some mineable materials are left around the power pole in the northeast section. The inspector is <br />noting the site conditions as an issue for future review. If full site reclamation is not undertaken or some noticeable <br />mining related activities are not observable during the next scheduled inspection the Division may elect to issue a <br />problem or violation notice for failure to reclaim the site within the 5 year required time frame. <br />No groundwater or stormwater drainage issues were observed. The pit floor grading appears to prevent most <br />stormwater from leaving the site. Floor materials appear to be alluvium that does not retain waters for more than 72 <br />hours. <br />The financial warranty has not been updated since 2005.
