6.3.4 <br />Reclamation Plan <br />The reclamation plan for the Headley Mine, permit number M-1980-135 owned by Pinneo <br />Feedlot, LLC has been developed in accordance to the requirements of 6.3.4 Exhibit "B" <br />Reclamation Plan in the Mineral Rules and Regulations of the Colorado Mined Land <br />Reclamation Board for the Extraction of Construction Materials, August 2006. A complete <br />document search of the Colorado Division of Reclamation, Mining and Safety web link was <br />completed and a written reclamation plan was not found with the original documents. This <br />reclamation plan is to supplement the original Exhibit "F" Reclamation Plan and prepared in <br />accordance to Construction Materials Rule 3. <br />The mining permit was transferred to Pinneo Feedlot, LLC in an approved Succession of <br />Operators from Western Cleanup Corporation in April 2004. The site contains four gravel pits. <br />The site has not been mined since the permit was transferred in 2004 and no mining will occur <br />in the future. Rule 3.1.3 states that all reclamation must be completed within five (5) years from <br />the date that mining ceases. Reclamation will commence upon approval of this plan. <br />Final grading will be such that the topography is appropriate to the reclaimed use of the <br />property, i.e. rangeland. As required the maximum gradient will not exceed 2:1. <br />The overburden and waste material shall be replaced according to Best Management Practices <br />(BMP) to ensure adequate compaction when backfilling. <br />Topsoil has been stockpiled for future reclamation use. All disturbed areas will have a <br />minimum of four inches of topsoil placed back on the site. No root zone is needed since the <br />underlying material is sand and gravel. The seedbed shall be firm and free of weeds and other <br />non-desirable vegetation. In areas where there is excessive compaction, tillage, such as <br />chiseling and disking, shall be done to break up the compaction then harrowed down. <br />Dormant planting is possible anytime after October 15th or when temperatures are cold enough <br />to prevent seed germination. Seeding on frozen soils will be avoided. Planting may also be <br />done in the spring until the end of April and between July 1 and September I". Planting will be <br />done with a grass drill. The recommended reclamation seeding mix will be a Pawnee Butte <br />Seed Inc., PBSI Native Prairie Mix or equivalent. Seeds will be drilled at a rate of 15 # per acre <br />or equivalent manufacturer's recommendation. The seed analysis is as follows: <br />PBSI Native Prairie Mix: <br />• (23%) Blue Grama <br />• (10%) Buffalograss <br />• (20%) Green Needlegrass <br />• (20%) Sideoats Grama <br />• (25%) Western Wheatgrass <br />• (2%) Sand Dropseed
