March 23, 2011 C-1981-018/Deserado Mine JRS <br /> ROADS—Rule 4.03 <br /> Construction 4.03.1(3)/4.03.2(3)Drainage 4.03.1(4)/4.03.2(4) Surfacing and Maintenance4.03.1(5)and <br /> (6)/4.03.2(5)and(6)Reclamation 4.03.1(7)/4.03.2(7): <br /> -Deserado used subsoil from one of its subsoil stockpiles(by RP-5a)to build up the berms along the haul road. <br /> This was in response to a request from MSHA. Scott has stated that Deserado still has enough subsoil to complete <br /> the required reclamation of refuse piles RP-2/3/4 and RP-5a. <br /> -The haul road to the refuse pile was well maintained and stable at the time of the inspection. There was no <br /> rutting and no erosional problems noted on the road. No fugitive dust was coming off of the haul road even as the <br /> haul truck was driving on it. <br /> -The mine entrance road is a paved road. The road was well maintained and stable at the time of the inspection. <br /> -The light-use road along the conveyor corridor was well maintained and stable at the time of the inspection. <br /> There was no rutting and no erosional problems noted on the road. <br /> - Several road spurs were inspected, including those going to return shaft 5,the water tank and WMVS bench, <br /> rock dust tank 3,the diesel storage area and the slot storage area. All of these road spurs were well maintained and. <br /> stable. No rutting or erosional problems were noted along any of these spurs. <br /> SUPPORT FACILITIES -Rule 4.04: <br /> -The diesel storage area was in good condition at the time of the inspection. The concrete containment berm <br /> around the tank was stable. No erosional problems were observed on the bench area. <br /> -The pad area for rock dust tank 3 and the nitrogen injection system was stable at the time of the inspection. No <br /> erosional problems were noted. <br /> -The slot storage bench was stable at the time of the inspection. No erosional problems were noted on the <br /> outslopes of the bench. <br /> -The return shaft 5 area was stable at the time of the inspection. No erosional problems were noted. <br /> -The Halandras landfill area was stable at the time of the inspection. There are currently two slots open for mine <br /> related disposal. One of the slots is close to being full but a timeframe for filling it and reclaiming it is not <br /> available(it will depend on the mine's generation of non-coal waste materials that are placed in the landfill). The <br /> backfill and topsoil materials are stockpiled at either end of the slots. <br /> DOCUMENTS RECEIVED: The Division received a copy of the affidavit of publication for Technical Revision <br /> 68. <br /> This completes the Division's 23 March 2011 inspection report for the Deserado Mine. <br /> Number of Partial Inspection this Fiscal Year: 8 <br /> Number of Complete Inspections this Fiscal Year: 2 <br /> Page 4 of 5 <br />
