Compliance With Mine Plan N - Support Facilities Not On-site <br /> R -Other N - Special Categories Of Mining <br /> R -Processing Waste N -Topsoil <br /> COMMENTS <br /> This was a partial inspection of the Deserado Mine conducted by Jim Stark of the Colorado Division of <br /> Reclamation,Mining and Safety. Scott Wanstedt of Deserado accompanied me on the inspection. The mine was <br /> actively producing coal and hauling refuse to the refuse pile. The weather was warm and sunny and the ground <br /> was muddy in spots. <br /> AIR RESOURCE PROTECTION—Rule 4.17: <br /> -The mine was actively hauling refuse to the refuse pile but there was no problem with fugitive dust noted. <br /> EXPLOSIVES—Rule 4.08 Distance Prohibitions 4.08.4; Warnings 4.08.4; Control of Adverse Effects 4.08.4: <br /> -Deserado has new explosives and cap magazines in their explosives storage area just east of Pond DP-I. The <br /> explosives storage area was stable at the time of the inspection. <br /> HYDROLOGIC BALANCE -Rule 4.05 Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5, <br /> 4.05.6; Discharge Structures 4.05.7,4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring <br /> 4.05.13; Surface Water Monitoring 4.05.13; Drainage—Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, <br /> 4.05.9; Stream Buffer Zones 4.05.18: <br /> -The ditch along the haul road and mine entrance road was clean and appeared to be functioning as designed. No <br /> erosional problems were noted in the ditch. <br /> -Pond RP-1 contained a small amount of water and was not discharging at the time of the inspection. The pond <br /> embankment was partially covered with snow but appeared to be well vegetated and stable. No erosional <br /> problems were noted on the embankment. <br /> -Pond RP-2/3 contained water approximately two feet below the top of the discharge pipe and was not <br /> discharging at the time of the inspection. Both of the presettling cells contained water but were not <br /> discharging/flowing into the main pond. The pond embankment was partially covered with snow but was well <br /> vegetated and stable.
