Shelton~fey~~ ~~ <br />SUBJc^CT: Guidelines for the Collection of Baseline Water Duality and <br />Overburden Geochemistry Data <br />Enclosed you wiZ1 find the above referenced guidelines which have been <br />prepared by the Mined Land Reclamation Division. They have been developed <br />in an effort to assist operators, consultants, the Division, and interested <br />parties in complying with the Colorado Surface Coal Mining Reclamation Act <br />and regulations adopted pursuant to tftat Act. These guidelines do not have <br />the force of regulation and should only be used as a tool to assist all parties <br />in their understanding of the issues involved. <br />The guidelines have been in preparation for approximately one year. The <br />Division has had substantial communication wtth many individuals for the <br />private and public sector. Through this process, we believe we have produced <br />an objective set of guidelines which most people will find useful. As is <br />stated in t'~e introductory pages, these guidelines are a starting point, not <br />an end point. Operators and consultants interested in preparing an application <br />should read these and then in consultat_+on with the Division, analyze their <br />own s:.we-specific conditions to determine what program would be the most <br />suitable. <br />This set of guidelines will be an evolutionary document. As we Searn more <br />about the hydrologic and geochemical environments in Colorado these guidelines <br />should be changed to reflect that knowledge.
