§4.03 ROADS <br />9.03.1 Haul Roads. <br />(1) ia) Three permitted haul roads are utilized in conjunction with <br />various facilities and operations. The haul roads are identified <br />as the Bowie No. Mine haul road, the Bowie No. 1 Mine - West Mine <br />haul road, and the Bowie No. 1 Mine R-O-M coal stockpile haul <br />road. In addition to the permitted haul roads, the operator <br />utilizes portions of two public roads to conduct its operations. <br />The Steven's Gulch road (also known as Delta County 9010 Drive), <br />located north of State Highway 133 at Mile Post 8, is utilized to <br />transport coal via truck approximately 2.5 miles from the entrance <br />of the Orchard Valley Mine to State Highway 133. An additional <br />segment of the Steven's Gulch Road, extending generally northwest <br />of the Bowie No. 1 Mine entrance approximately 1.2 miles, links <br />the Bowie No. 1 Mine and West Mine haul roads and provides access <br />between the two portal locations. <br />The operator trucks coal between the Bowie No. 1 Mine and its <br />storage and train loadout area via the Bowie No. 1 Mine haul road. <br />Construction of the road began march 12, 1976, and was completed <br />September 30, 1976. No additional disturbance is planned during <br />the current permit term. The road is designed, constructed, and <br />maintained to control erosion and siltation, pollution of water, <br />and damage to public and private property. Specific requirements <br />are addressed within this section 4.03.1. <br /> Technical Revision 35 transfers the train loadout, storage and <br /> emergency stockpile from the Bowie No. 1 Mine permit to the Bowie <br /> No. 2 Mine permit application. <br />• The Bowie No. 1 Mine - West Mine haul road is constructed from <br /> Steven's Gulch road to the West Mine site. Construction began <br /> November 13, 1986, and was completed January 1, 1987. The West <br /> Mine haul road is designed, constructed, and maintained to control <br /> erosion and siltation, pollution of water, and damage to public <br /> and private property. Specific requirements of this haul road are <br /> addressed within each section of 9.03.01. <br /> The Bowie No. 1 Mine R-O-M coal stockpile haul road was <br /> constructed between May 10, 1976, and May 9, 1977 as evidenced by <br /> aerial photos of the site available at the mine office. The road <br /> was defined as a haul road following the approval of minor <br /> revision 66. Minor revision 66 established the R-O-M coal <br /> stockpile and by definition therefore categorized the road leading <br /> to this area as a haul road. This haul road is designed, <br /> constructed, and maintained to control erosion and siltation, <br /> pollution of water, and damage to public and private property. <br /> Specific requirements of this haul road are addressed within each <br /> section of 9.03.01. <br />(b) No haul road causes damage to fish, wildlife, or related <br /> environmental values. Haul road construction minimizes <br /> contributions of suspended solids to streamflow and runoff outside <br /> the permit area.
