0 2.05 APPLICATION FOR PERMIT FOR SURFACE OR UNDERGROUND ACTIVITIES --
MINIMUM REQUIREMENTS FOR OPERATION AND RECLAMATION PLANS.
2.05.6 Mitigation of Surface Coal Mining Operation Impacts. (Cont'd.)
(3) (b) (ii) (Cont'd.)
7) Bowie No. 1 Mine Coal Storage Area small area exemption. Located immediately south of
the tracks, south of the coal storage area (see Volume 8 Map No. 8 -3). The Operator will
use its best efforts to provide an analytical demonstration that the area does not contribute
non - compliant sediment loads to the surrounding drainages. A straw bale filter is
constructed below the area to provide alternative sediment control. The straw bale filter will
be examined periodically and maintained to ensure adequate function at all times. Samples
will be analyzed for compliance with the NPDES settleable solids standard. No mixing of
surface drainage and underground mine drainage occurs within or results from this small
area exemption.
8) Methane monitoring holes, exploration holes, and monitoring wells will be drilled over the
mine workings. Run -off from the drill pads for monitoring holes does not go through a
treatment facility such as a sediment pond. Run -off from the pads will be filtered through a
sediment fence. Design of sediment fences for three drill pad configurations are presented
in Volume 8, Drainage Design and Location beginning on page SAE -31. The three typical
drill pads are designed on a 3H:1 V slope, 5H:1 V slope and 10H:1 V slope. The typical
sediment fence configuration, berms and ditches for the variousslopes and pad sizes are
• shown on Maps 8-8.
Methane monitoring hole BRL1- GMW -01 (Map 4 -1) will be constructed where the ground
surface is on an approximate 1 OH:1 V slope. The completion diagram for BRL1- GMW -01 is
shown on page SAE -59.
Exploration hole P- BRL- 1 -03 -01 was be constructed where the ground surface is on an
approximate 3H:1 V slope. Liability for exploration hole P- BRL- 1 -03 -01 and associated roads
are transferred to the Bowie No. 2 Mine byPR -04.
Exploration holes BRL1 -08 -03 and BRL1 -08 -04 were constructed during 2008 where the
ground surface is on an approximate 5H:1 V slope. Liability for exploration hole BRL1 -08 -03
and associated roads are transferred to the Bowie No. 2 Mine by PR -04. Liability for
exploration hole BRL1 -08 -04 and a portion of the access roads are transferred to the Bowie
No. 2 Mine by PR-04.
Exploration holes BV -1 and BV -2 will be constructed during 2010 or 2011 where the ground
surface is on an approximate 3H:1 V slope.
Exploration hole 2010 -2 will be constructed during 2010 where the ground surface is 1 OH:1 V
or flatter. Liability for exploration hole 2010 -2 and associated roads are transferred to the
Bowie No. 2 Mine by PR 04.
(3) (b) (iii)
The entire operations of the Bowie No. 1 Mine and the Bowie No. 1 West Mine are designed to
protect surface and groundwater from adverse effects. Both are monitored on the disturbed site, as
well as on the permit and adjacent areas. As discussed in Sections 2.05.6(3)(a)(iii), stipulations
attached to the Operator's FCL C -37210 require that existing on -tract and cross -tract flows be
PR -04 - 113c- 08/10
APP_ 6K
1r3 l I
