• 2.05.3 <br />(5) Topsoil Handlin,p Plan <br />Topsoil at the East and West Mines will be removed, stored and redistributed in accordance with <br />Sections 4.06.1-.5. Prior to topsoil removal, a determination of the suitability of topsoil as seed- <br />bed material will be performed as described in Section 2.05.4(2)(e)(viii) .After suitable topsoil <br />depth and appropriate return depth determinations have been made, salvaged topsoil volumes will <br />be calculated so an adequate storage area can be developed. Refer to Section 2.05.4(2 )(d) for <br />site specific proposed and past topsoil handling procedures. <br />Removal <br />Topsoil removal will be accomplished in two steps: (1) clearance of surface vegetation, and (2) <br />removal of suitable topsoil. Large trees and shrubs which would interfere with topsoil removal <br />will be cleared by cutting or bulldozing. Suitable topsoil will then be removed with scrapers, front <br />end loaders or dozers. If no suitable topsoil or less than six inches exists, a request will be made <br />for a variance from topsoil salvaging per Rule 4.06.2(2)(a), <br />Regarding subsoil segregation, the B and possible C horizon will be stockpiled depending on their <br />qualities for comparable root development, especially where they are desirable to ensure soil <br />productivity consistent with the approved Section 2.05.5 Reclamation Plan Post-Mining Land <br />Use. <br />• Storaee <br />Topsoil will be placed in a clearly labeled stockpile when it is apparent that it cannot be <br />redistributed within three months from the time of its removal. Before stockpiling, an area within <br />the permit area with a stable surface, considering drainage, erosion and Flood plain, shall be <br />selected for its placement. After placement in the stockpile, the stockpile will be re-vegetated <br />according to the Revegetation Plan in Section 2.05.4(2e). Stockpiled topsoil and other materials <br />shall not be moved until required for redistribution on a disturbed area. See Maps 8-l, 6A-1 A <br />through H, 6A-2A through G, Map 8-6 and the Orchard Valley West Mine Portal Topsoil Place- <br />ment & Sediment Control drawing in the Soils Appendix, Volume 9, for locations of topsoil <br />storage areas. <br />Redistribution <br />Prior to redistribution of topsoil on areas io be vegetated, a return depth of suitable topsoil will be <br />determined. Re-graded materials which have become hard packed or smooth surfaced would be <br />scarified to an 8 inch depth with a bulldozer to eliminate slippage surfaces and promote root <br />penetration. Topsoil will then be redistributed at an approximately uniform, stable thickness with <br />scrapers, front end loaders, or dozers. The thickness of returned topsoil will be consistent with <br />post-mining land uses, slopes, and the surface water drainage system. The proposed salvage and <br />return depths of new disturbance shall be submitted to and approved by the Division. Also, <br />topsoil shall be placed in such a manner as to prevent excess compaction and be protected from <br />• wind and water erosion before and after it is seeded and planted.
