• 2.05.3 <br />The existing mine transportation facilities and system were utilized for the West Mine. <br />Coal was transported from the West Mine on a haul road to Steven's Gulch Road and from <br />Steven's Gulch Road to the East Mine coal processing facilities where the coal was dumped into a <br />grizzly and conveyed to the crushing and screening facilities. <br />After coal processing, the coal was hauled from the East Mine site to the storage and train Load- <br />out. No changes were made to this existing transportation system. <br />The new West Mine haul road had been designed and was constructed to minimize erosion, <br />downstream sedimentation, and flooding. The road was constructed considering local topography <br />and anticipated volume of traffic. Road cuts were constructed to minimize visual impact. The <br />haul road drainage system utilizes ditches and culverts as described in the Orchard Valley West <br />Portals Designs, Volume 6. Road cuts and fills were vegetated as stated in Section 2.05.4(2)(e). <br />There were no changes at the existing storage and Load-out area. This area will continue to be <br />used to store coal for unit train transportation. <br />In order to accommodate the need to stockpile run of mine lower quality coal, a temporary <br />• stockpile was constructed in the timber storage area. The location of the stockpile, <br />(approximately 400' X 700'), is shown on Map No. 8A-8, Surface Disturbance & Orchard Valley <br />West & Orchard Valley Mine Facilities Map. <br />This site was previously disturbed, pre August 3, 1977, and subsequently re-vegetated. The <br />subsoil existing at the site was leveled and seeded, and presently supports a fair stand of grass. <br />Prior to placing the R-O-M coal at the site, approximately 6" of the existing plant growth was <br />stripped and placed in windrows adjacent to the storage pad. The topsoil was stabilized with the <br />temporary seed mixture given in section 2.05.4(2)(e)(ii). The windrows contain a total of <br />approximately 5,200 CY of plant growth material. <br />The R-O-M coal was hauled by 30 ton trucks to the stockpile site via the existing road system. <br />The short length of access road from the main haul road into the storage area was tested by a <br />geotechnical consultant to determine if is in adequate to handle the proposed truck load. This <br />report was forwarded to the Division. Given the short term nature of the stockpile, and the fact <br />that the area was historically used as the mines first coal stockpile area, it is believed the <br />geotechnical investigation is the most efficient method to determine if the road will require <br />upgrading. <br />The R-O-M coal will be stockpiled at the site until it is determined it is not a saleable product or is <br />sold.
