2.05 APPLICATION FOR PERMIT FOR SURFACE OR UNDERGROUND MINING ACTIVITIES - <br />MINIMUM REQUIREMENTS FOR OPERATION AND RECLAMATION PLANS. <br />• Mine Benches and Access Roads <br />The surface facilities as described above are built upon a <br />series of benches at various elevations. Exact elevations can <br />be found in the text and on Maps 9A-2 through D and Map 6A-6. <br />The benches were excavated in 1975 and 1976. With the site <br />drainage plan, these benches meet the performance standards of <br />Sub-chapter B and Sub-chapter K of 30 CFR. Map 6A-6 shows a <br />plan view and a cross-section of the benches as they exist and <br />the original ground line. No modification to these benches or <br />roads is anticipated during the life of the facility. For a <br />description of final reclamation and abandonment plans see <br />Sections 2.05.4 and 2.06.5. See also post-mining land use in <br />Section 2.05.5. <br />In 1982, Geo-Hydro Consulting, Inc. was retained to complete <br />Phase III of a stability analysis, preparing the designs of the <br />East Mine's final reclaimed configuration. These designs were <br />appr¢ved in the existing permit and may be seen in the Final <br />Abandonment Appendix (see Maps 6A-6, 6A-7, and 6A-SA through M) <br />in Volume 6A. See Section 2.05.3(3)(b) and Maps 8A-8 for <br />discussion of the existing mine facilities. <br />The existing structures at the East Mine comply with 9.01, .02, <br />.03, .09, .05, .17 and .16.
