2.05 APPLICATION FOR PERMIT FOR SURFACE OR UNDERGROUND MINING ACTIVITIES - <br />MINIMVM REQUIREMENTS FOR OPERATION AND RECLAMATION PLANS. <br />• The sediment volume and 10-yr, 24-hr. inflow is calculated in <br />Ponds, Impoundments and Dams Appendix. The sediment volume is <br />0.16 ac-f t. and the 10-yr, 24-hr inflow is 0.19 ac-ft. The <br />total volume required is 0.16 + 0.19 = 0.35 ac-ft. <br />The runoff/sedimentation storage areas will be de-watered with a <br />pump. The de-watering will be after a runoff detention time of <br />24 hours, and will be done in such a manner as to minimize <br />disturbance to the surrounding areas. <br />The pond is currently being inspected following the Sedi- <br />mentation Pond-Sediment Monitoring Program. See Ponds, <br />Impoundments and Dams Appendix in Volume 8A. <br />The pond will be removed following usage. it will be adequately <br />backfilled and rip-rapped. Currently plans are to remove the <br />dam, backfill the pond, and restore natural drainage. <br />Old Coal Waste Disposal Area <br />A small waste disposal area for the West Mine was located on <br />public lands in the SW'kSE'/,, Section 24, T.13.S., R.92.W., 6th <br />P.M. Development began in September, 1978, and continued until <br />it was filled to capacity and reclaimed during August, 1983. In <br />the Spring of 1985, spontaneous combustion in the waste rock <br />fill was detected. Surficial cracks were tamped closed to cut <br />off contacts with oxygen. As this method proved unsuccessful in <br />controlling the combustion, the hot material was excavated, <br />• cooled and transported to the West Ridge disposal site. <br />Excavated materials were also utilized by the Western Slope <br />Carbon Wash Plant facility. <br />Technical revision 46 was submitted by the Operator to terminate <br />the quarterly inspection requirement for the reclaimed old coal <br />waste disposal site. <br />In making its decision to approve TR-46, the Division considered <br />the final volume of 25,524 cubic yards of coal waste at the <br />reclaimed old coal waste disposal site to approximate the 25,000 <br />cubic yard limit stated in the original findings stipulation. <br />Therefore, only Rule 4.10.4(3) concerning lift thickness and <br />compaction applies to the reclaimed old coal waste disposal <br />site. <br />The Division considered the stability of the reclaimed old coal <br />waste disposal site. The results of the operator's quarterly <br />inspections and the Division's inspections of the reclaimed old <br />coal waste disposal site throughout the years show that the <br />disposal site has been geotechnically and erosionally stable <br />since final reclamation operations were completed in 1988. The <br />Division's proposed decision will allow termination of the mine <br />operator's quarterly inspections.
