<br />• 6.03.08 Additional Submittal Requirements Applicable to Maior New <br />Domestic Water and Wastewater Treatment Systems and Maior <br />Extensions of Existing Domestic Water and Wastewater Treatment <br />Systems. <br />(1) Description of existing domestic water and wastewater treatment <br />facilities in the vicinity of the Project, including their capacity and <br />existing service levels, location of intake and discharge points, service <br />fees and rates, debt structure and service plan boundaries, and <br />reasons for and against hooking on to those facilities. <br />(2) Description of how the Project will affect urban development, urban <br />densities, and site layout and design of stormwater and sanitation <br />systems. <br />(3) Description of other water and wastewater management agencies <br />in the Project area and reasons for and against consolidation with <br />those agencies. <br />(4) Description of how the Project may affect adjacent communities <br />and' users on wells. <br />6.03.09 Conduct of Permit Hearing. <br />• (1) The Permit Authority shall conduct the hearing in a manner to afford <br />procedural due process to the applicant and any person who opposes <br />the issuance of the Permit. <br />(2) The Permit Authority shall hear relevant testimony and receive <br />relevant evidence and may impose reasonable time limits on <br />presenters and witnesses. <br />(3) Although the Colorado Rules of Civil Procedure do not apply to the <br />hearing, all persons appearing at the hearing shall be afforded the <br />right of cross-examination and a reasonable opportunity to offer <br />evidence in rebuttal. <br />(4) Any person may, at his own expense, provide for the recording of the <br />hearing and transcription thereof, provided, however, that a copy of <br />the transcript shall be furnished free of charge to the Permit Authority <br />and become part of the record. <br />6.03.10 Approval or Denial of the Permit Application by the Permit Authority. <br />(1) If information presented at the hearing leads the Permit Authority to <br />find that additional information is necessary for it to determine whether <br />26
