The estimate will include the costs of copying, <br />mailing, publications, labor, overhead and retention of consultants, <br />experts and attorneys that the County deems necessary to advise it in <br />making the Determination. <br />6.03.03 Determination. Based upon review of the pre-application submittals and the <br />information obtained at the pre-application meeting, the Director may <br />determine that a Finding of No Significant Impact (FONSI) is warranted or <br />that a Permit is required. Such determination may be made by the Director <br />at such time as sufficient information is provided by the applicant after the <br />pre-application meeting. <br />(1) Finding of No Significant Impact (FONSI). The Director may <br />determine that a Finding of No Significant Impact (FONSI) should be <br />issued if the construction or operation of the Project, without <br />mitigation, in its proposed location is unlikely to have any significant <br />adverse impact to the County in consideration of the Permit <br />Application Approval Criteria in Section 6.04 of these Regulations. If <br />the Director makes a FONSI, the applicant does not need to submit a <br />permit application unless the Permit Authority deems that a Permit is <br />necessary, following a reconsideration under section 6.03.03(4). <br />(2) Permit Required. If the Director determines that a Finding of No <br />• Significant Impact (FONSI) is not appropriate based upon review of <br />the pre-application submittals and the information obtained at the pre- <br />application meeting, then the applicant must obtain a Permit. <br />(3) Notice of Director's Determination of a FONSI. <br />(a) Upon the Director's Determination of a FONSI, the Director <br />shall notify the applicant by mail, and shall notify the Board, the <br />County Administrator and the County Attorney of the <br />Determination by e-mail or memorandum. <br />(b) The Notice of Director's Determination of the FONSI shall be <br />published once in the County legal newspaper not more than <br />fourteen (14) days following the Determination. The notice <br />shall describe the Project and the procedure for requesting <br />reconsideration as set forth in section 6.03.03(4). <br />(4) Reconsideration of Director's Determination of a FONSI. <br />(a) Call-up by the Board. Within fourteen (14) days after publication of <br />the Director's Determination of a FONSI, the Board may decide to <br />reconsider the Determination. Such reconsideration shall be made at <br />14
