Weaver is an environmental consultant and project manager for AMEC Earth & Environmental, <br />(formerly Hydrosphere Resource Consultants). He has worked with the private and public sectors, primarily <br />in the analysis of environmental, economic, and technical issues associated with the management and <br />development of natural resources. He has over 37 years of experience in the fields of environmental impact <br />assessment, water resources planning and development, water quality, and public policy issues related to <br />public lands, water resources and the management of natural resources throughout the Rocky Mountain <br />Region. Mr. Weaver's work has included extensive involvement with land use, environmental permitting <br />processes and liaison between permit applicants and regulatory agencies. He is familiar with regulatory <br />requirements under the National Environmental Policy Act (NEPA), the Clean Water Act, the Endangered <br />Species Act, the Federal Land Management and Policy Act, the Fish and Wildlife Coordination Act and many <br />state and local regulatory programs related to land use and water development. <br />• His most recent experience includes extensive NEPA compliance work for the USDA Forest Service in <br />conjunction with various National Forest System land management decisions regarding remediation of <br />erosion impacts from roads, mining operations, and the development and operation of ski areas. He has also <br />managed and conducted several studies related to water supplies and the implementation of watershed <br />planning programs in the Eagle River, Fraser River and Blue River basins. These efforts involved the <br />analysis of water supply systems operations, proposed increases in transmountain water diversions, and <br />associated instream flow and water quality issues. <br />During the last 15 years, Mr. Weaver has also gained considerable experience in working with County Land <br />Use Regulations in Eagle, Jefferson and Boulder Counties in Colorado.
