Williamsen (cont'd) <br />Examined and analyzed data and assessed irrigation practices and cropping <br />patterns for use in consumptive use analyses in most of the major river basins in <br />Colorado. Provided expert testimony in Kansas v. Colorado in the areas of soils, <br />crops, canal seepage losses, and irrigation efficiency for major ditches in the <br />Arkansas River basin. Prepared assessment of water rights and advised counsel <br />for the adjudication of plans for augmentation for the Town of Breckenridge and for <br />the Vail Valley Consolidated Water District. Both plans involved quantification of <br />historical stream depletions and regulation and exchange of the stream credit for <br />replacement of depletions caused by municipal and snowmaking uses. <br />1981-82 Woodward-Clyde Consultants, Denver, Colorado. <br />Staff Hydrologist - Conducted water right investigations, reservoir operation <br />studies, and streamflow analyses. Estimated historical consumptive use, return <br />flow, and return flow timing patterns. Estimated water demands and depletions for <br />proposed agricultural, municipal, residential, and industrial water uses. Assessed <br />the impacts that water right transfers and plans for augmentation would have on <br />other water users in the basin, and prepared technical reports and water right and <br />well permit applications. <br />1974-81 U.S. Bureau of Reclamation. <br />• (1978-81) Denver, Colorado. Reviewed and studied the operation of the Bureau's <br />water resource projects in Colorado, Wyoming, Kansas and Nebraska. Project <br />purposes included irrigation, municipal and industrial uses, hydropower generation, <br />fish and wildlife, recreation, and water quality enhancement. Assisted with the <br />development of the operating policy for Green Mountain Reservoir. Reviewed <br />annual operating plans which summarized operations for water supply, distribution <br />systems, and power generation. Conducted water marketing studies to determine <br />water availability for Ruedi Reservoir. Led and participated in interdisciplinary <br />engineering teams to inspect and recommend operational and maintenance <br />measures for federally constructed water storage, diversion and distribution <br />systems. <br />(1977-78) Denver, Colorado. Coordinated irrigation scheduling and water <br />distribution programs. Cooperated with federal agencies, state extension services, <br />and individual farmers to promote efficient water use. <br />(1974-77) Grand Island, Nebraska. Conducted studies on flood frequency, <br />irrigation requirements, reservoir operation, conjunctive use of ground and surface <br />water, drainage, and sediment. Estimated streamflow depletions.
