(AI) submits this letter and the enclosed table as a summary of <br />the status of its Colorado mining operations with regard to compliance with reclamation and <br />bonding requirements relative to exposed groundwater at sand and gravel mines. <br />Pursuant to C.R.S.§37-90-137(11), Al has obtained well permits at each of its sites where <br />groundwater is exposed and furthermore maintains a combined substitute water supply plan <br />(CoSSP) to account for out of priority depletions from its sand and gravel mining operations <br />located throughout the South Platte River Basin, including the St. Vrain River, the Cache La <br />Poudre River and the main stem of the South Platte River. The CoSSP is revised annually to <br />address changing conditions relative to depletions at each site and is submitted to the Division of <br />Water Resources (DWR) for approval. On March 21, 2011, DWR conditionally approved AI's <br />2011 plan. <br />The enclosed table lists each of AI's operations as set forth in DRMS letter dated April 30, 2010. <br />The table lists the current bond amount, site status, proposed actions, bond renewal date and <br />policy number for each permit. Al believes that most, if not all, of its sites are sufficiently <br />bonded in accordance with DRMS permit requirements and current site conditions, and in fact <br />will be seeking a number of bond reductions associated with recent or in-progress slurry wall <br />approvals by DWR and completed reclamation activity.
