PERMIT #: M-1984-185 <br />INSPECTOR'S INITIALS: MAC <br />INSPECTION DATE: March 16, 2011 <br />OBSERVATIONS <br />The inspection was conducted by Michael Cunningham of the Division of Reclamation, Mining and Safety <br />(Division). Kenneth Morrison of Lincoln County was also present for the inspection. The Ellis Allen Pit is located <br />approximately 13 miles north of Genoa, Colorado. The site is permitted for 8.2 acres and the post-mining land <br />use is rangeland. <br />Gen. Compliance With Mine Plan: <br />Mining at the Ellis Allen Pit is primarily taking place within the channel of the Arickaree River; no mining was <br />taking place at the time of the inspection. Sand is pushed from the river bottom onto the north bank of the <br />river. The Arickaree River is an ephemeral stream and was not flowing at the time of the inspection. The <br />Operator has limited the depth of excavation within the channel to prevent off-site impacts from down- <br />cutting. The Operator is mining clay from the terrace on the north side of the permit boundary, outside of the <br />river channel. The clay is utilized as a binder for road maintenance. According to the 2010 Annual Report, the <br />disturbed area is approximately 6 acres. <br />Signs and Markers: <br />The permit sign was posted at the site entrance and the boundary of the affected area was clearly delineated <br />per Construction Materials Rule 3.1.12. <br />This concluded the inspection. <br />Inspection Contact Address <br />Kenneth Morrison <br />Lincoln County <br />P.O.
