Connell Resources Timnath Pit
Project No. 20077005
June 25, 2009
General Comments
Terracon
Terracon has developed a SPCC Plan for the Timnath Pit Facility. This SPCC Plan was
developed in general accordance with the EPA's SPCC regulation (40 CFR 112) and is
intended to aid Connell in preventing and containing releases of oils. No warranties,
express or implied, are intended or made. The limitations of this SPCC Plan should be
recognized as the client formulates conclusions on spill control measures at the facility.
The development of the SPCC plan relied primarily upon readily available information,
' verbal and written reports of others, and visual observations. It is not intended to
provide information on processes and operations. The SPCC plan is based on
conditions and equipment at the facility at the time of the site visit. Terracon is not
' responsible for changes to systems and operations occurring after the site visit that may
affect the SPCC Plan. Terracon is also not responsible for the implementation and
upkeep of the SPCC Plan or for acting on the implementation of potential concerns.
' Terracon's review of Connell's programs is not intended to evaluate the adequacy of the
program as it pertains to other requirements (i.e., National Fire Protection Association
requirements and the EPA's Underground Storage Tank regulation). Terracon does not
warrant the work of third parties supplying information, which may have been used
during the preparation of this report.
Terracon accepts no responsibility or liability to any person or organization for any claim,
for loss or damage (including attorney's fees) caused, or believed to be caused, directly
or indirectly by: conditions revealed or not revealed by the SPCC plan; fines levied by
regulatory agencies; and releases or spills of oils.
If you have comments or questions, please do not hesitate to call us at (970) 484-0359.
Sincerely,
TERRACON
?John Skogman, P.E. Dean R. Parson, P.E.
Project Engineer Principal
Enclosure: Two copies of the Connell Resources Timnath Pit Facility SPCC Plan
