The SL-04 reclamation blocks were sampled to adequacy during the 2009 sampling year. Colowyo also
sampled both the sagebrush and the mountain shrub reference areas to adequacy during the 2009 sampling
year. The live vegetative cover average for the SL-04 reclamation blocks exceeded the weighted average of
the two reference areas in 2009. The live vegetative cover for the Partial Phase II Bond Release SL-04
reclamation blocks, with the exception of 516010 and 516014, is considered successful in accordance with
Rule 4.15.7 and Sections 4.15.7 and 4.15.8 of the Colowyo Permit. The following chart shows the 2009
vegetation sampling results.
Sample Area (2009) % LVC"

Mtn Shrub RA 61.3%
Sagebrush RA 48.4%
Weighted Avg RA 55.5%
2009 SL-04 Area 69.7%

A= Live Vegetative Cover
Based on the above data, which was collected during 2006, 2007, 2008 and 2009, the Division finds that
Colowyo has achieved adequate cover on the SL-04 reclamation blocks listed above with two exceptions. The
Division is excluding reclamation block WP-010 in its entirety (5.7 acres) and EP041from the Phase II Bond
Release SL-04 due to due to excessive cover of annual bromes and a lack of perennial cover within the annual
bromes. The Division will also be excluding the northeast portion of reclamation block EP041(6.1 acres) from
the Phase II Bond Release SL-04 due to excessive cover of annual bromes and a lack of perennial cover within
the annual bromes. See Attachment A for the location of these exclusion areas. The exclusion of these areas
(11.8 acres) brings the total Phase 11 Bond Release Acreage down to 420.9 acres.
