I I <br />Mr. Greg Johnson <br />Page 2 of 4 <br />Environmental Protection Agency. Site operations are also being conducted in accordance with <br />stormwater and air permits issued by the Colorado Department of Public Health and <br />Environment (CDPHE). <br />A research facility is being constructed at the site to support a pilot retort test designed to assess <br />in-situ retorting of oil shale beneath the site. The research facility will operate for the life of the <br />pilot project including startup and shutdown periods. The facility is designed to process raw <br />shale oil liquids, co-produced mixed gases and water produced by the production well and also to <br />provide utility flows of working fluids to the underground retort. The facility is fully fenced and <br />gated and will be manned 24-hours per day, seven days per week during operations. In addition, <br />the facility will be under continuous video surveillance at all times upon completion of <br />construction through project shutdown. <br />Three aboveground storage tanks (ASTs) with a capacity greater than 660 gallons are being _ <br />installed as part of the research facility and will remain onsite for the duration of the test. The <br />tanks will be used as temporary holding vessels for produced crude shale oil generated in the <br />underground retort. One of the three tanks will also be initially used to temporarily store fuel oil <br />which will be used to facilitate startup of the test retort. The three tanks are located within a <br />common concrete containment area (tank farm) which is located within an earthen bermed <br />containment area that is sloped to direct surface flow to a lined containment pit. <br />The three tanks within the tank farm are described as follows: <br />1. Gas Oil Product Storage Tank <br />a. SizeNolume: 10 ft (diameter) by 20 ft (high); Specified capacity = 11,760 <br />gallons (280 barrels) with a working capacity of 9,960 gallons (85% of specified <br />capacity) <br />b. Construction: Welded steel in accordance with API Standard 650. The tank is <br />equipped with a pressure/vacuum (PN) valve and is nitrogen blanketed. <br />c. Contents: Crude shale oil produced from the underground retort <br />d. Use of stored fluid: The produced crude shale oil may be recycled to the retort to <br />facilitate heating; loaded to trucks, totes, or drums for research testing and <br />analysis; or transferred to an onsite incinerator for disposal. Discrete samples of <br />the produced crude shale oil will be collected for analysis. <br />e. How used: Crude shale oil produced by the retort will be transferred to and from <br />the tank using pumps and process piping. <br />2. Naphtha Storage Tank <br />a. SizeNolume: 10 ft (diameter) by 20 ft (high); Specified capacity = 11,760 <br />gallons (280 barrels) with a working capacity of 9,960 gallons (85% of specified <br />capacity) <br />b. Construction: Welded steel in accordance with API Standard 650. The tank is <br />equipped with PN valve and is nitrogen blanketed.
