Mr. Kent Gorham
March 25, 2011
Page 5
To increase the size of the portal pad, NECC placed a soil nail wall to support
unconsolidated material on the south side of the cut. Additionally, NECC will install a
combination retaining wall concrete channel in a portion of upper diversion ditch 26. NECC
intends to leave the flume at the end of ditch 26 as is instead of changing it to a culvert.
NECC is requesting to relocate the 25k water tank approved under TR54 down the hill
and to the west alongside the water tank access road. This area will continue to be a small area
exemption with storm water management measures as with the current location.
Sincerely
'?tw&fl 6 -Padop--)
Susan Patton, Ph.D., P.E.
Senior Associate
Enclosures: Page v, List of Figures
Page vi, List of Maps
Pages 2.05-5c, 5d, 5e, 6a. 7a, 7b, 7c, 10, 10a, 11, 14, 14a, 23, 23a, 24, 46, 46a, 46e, 54, 56a, 58
Map 11-New Elk Mine Site Plan
Sheet 1 East Portal Roads, Slope Track and Cut Areas
Sheet 2 East Portal Utilities
Sheet 3 East Portal Facilities
Map 12-New Elk Mine Site Plan, West Portal Area Roads, Utilities and Facilities
Map 13-A Sediment and Surface Water Control Silo Area
Exhibit 28 Bond Calculations Pages 157-172
Exhibit 19(16) Protection of the Hydrologic Balance Bates Portal
Agapito Associates, Inc.
