<br />Mr. Kent Gorham <br />March 25, 2011 <br />Page 2 <br />5. Proposed Map 12 for the West Portal does not show all of the information that approved <br />Map 12 is currently showing. Specifically, SAE areas and the archeology areas do not <br />appear on the proposed map. Also, please ensure that all areas are identified accurately <br />(diesel tank storage?). The topsoil borrow area seems oversized and is over-plotting the <br />West Portal Containment. Please correct and/or add these areas to proposed Map 12. <br />NECC-Map 12 was corrected as requested. Per the phone discussion on March 22, the <br />topsoil borrow area will remain as shown. The pond within the borrow area will be <br />avoided during topsoil recovery. <br />6. The following questions resulted after review of permit text and Exhibit 19(16) Protection <br />of the Hydrologic Balance-Bates Portals and subsoil pile #2. <br />¦ The Division believes that hydrology and sedimentology modeling is not necessary <br />for the area proposed for the topsoil stockpile #3 and subsoil stockpile #2. This area <br />was previously included in storm runoff modeling as reporting to Pond 7. The area <br />was previously identified as disturbed (SW coal stockpile area). Although the area <br />has been reclaimed and is proposed to be re-disturbed, Pond 7 modeling already <br />assumes this area as a disturbed area. Additional modeling does not seem necessary. <br />NECC-The sediment modeling for proposed topsoil stockpile #3 and subsoil <br />stockpile #2 was included on Pages EXH-19(16) 22 through 32. Please remove those <br />pages from the technical revision application. The discussion of the drainage from <br />the area was removed from amended Page 2.05-10, culvert 9A was removed from <br />Table 21 and ditches 6A and 6B were removed from Table 20. <br />¦ In Exhibit 19(16), engineer certification Page EXH.19(16)-1, Notes for Calculations, <br />item #1 refers to a spreadsheet calculation on "Pages 2-4 and 22-24" of the runoff <br />volume for the 10-year storm event. No such pages were found in the revised <br />materials. Also, no map depicting the area modeled was found with the revised <br />materials. Figure 2F is mentioned under #4 of the Notes for Calculations but is un- <br />useable at the scale provided on permit Page 2.05-10e. Please provide a map that <br />can be used with the SEDCAD modeling and submit the missing spreadsheets as <br />described. <br />NECC-The engineer certification notes were meant to indicate Pages 2 through 4 <br />and Pages 22 through 24. The engineer certification has been clarified in this area. <br />Also the notes relating to modeling for proposed topsoil stockpile #3 and subsoil <br />stockpile #2 have been removed from the engineer certification. Map 13A is <br />provided to show the area modeled for the Bates Portal drainage. <br />¦ Regarding the previous question, currently approved Map 13A details the ditches <br />and culverts in the vicinity of the coal silos and the proposed disturbance of the <br />Bates Portals. The Division prefers that this approved map be revised to show the <br />proposed drainage control plan for this area. Please revise Map 13A, permit <br />Agapito Associates, Inc.
