• take advantage of plant propagules existing in the topsoil material as <br />sources for natural re-growth of native plant species. Late summer or <br />early fall recovery and placement of live handled topsoil will also <br />coincide with maturation of the seedheads of most native species. <br />Topsoil replacement will be progressive for the coal refuse stockpile, <br />occurring sequentially following ongoing grading of completed stockpile <br />areas. For all other disturbance areas, including the mine facilities and <br />pond areas, topsoil replacement will occur following completion of mining <br />and related operations as a component of final reclamation. A detailed <br />discussion of topsoil replacement is presented in Section 2.05.4, <br />Reclamation Plan. <br />Topsoil stockpile locations and designations are shown on the Mine Area <br />Soils Map, (Map 14) and Loadout Area Soils Map, (Map ]5} and a detailed <br />summary of topsoil volumes and movements is presented as Table 31, Topsoil <br />Handling Plan. <br />Overburden <br />Mining and related operations at the Southfield Mine are restricted to <br />mining, processing, storage, and shipment of coal mined by underground <br />room and pillar methods. EFCI does not currently plan to conduct any <br />surface mining operations at the mine and no overburden, excess spoil or <br />underground development waste is placed in surface areas. <br />In conjunction with construction/installation of the mine facilities and <br />initial portal development, Dorchester established a portal bench and mine <br />face-up area and completed limited earthwork and grading. Associated <br />earthwork resulted in a balance between cut and fill with material <br />excavated from the face-up area being utilized as fill in the portal bench <br />and mine facilities areas. None of the excavated material was stockpiled <br />and all of the fill material has been placed in a stable configuration <br />which will not be significantly altered by future mining or reclamation <br />activities. <br />2.05.3-59 <br />
