• <br />Upon completion of mining and related activities, substations, powerlines <br />and related electrical equipment will be removed and salvaged. Substation <br />foundations will be demolished, resulting debris will be disposed of in <br />a designated disposal area, and related disturbance areas will be graded <br />to blend with surrounding terrain. Reclamation will be completed by <br />topsoiling and revegetating associated disturbed areas. <br />Guardhouse and Emolovee Parkins Area. There is a large unpaved parking <br />area adjacent to the shop/office/warehouse complex for mine employees and <br />visitors. Dorchester constructed a guardhouse at the parking area <br />entrance. However, since EFCI began operations, mine security has not be <br />a significant problem and the guardhouse is not manned. The guardhouse <br />is a small prefabricated structure which upon completion of mining and <br />related activities will either be removed from the mine site or <br />demolished. <br />The major portion of the parking area will be reclaimed in conjunction <br />with removal of shop/office warehouse facilities and backfilling and <br />grading of mine portal areas. As appropriate, any areas not reclaimed in <br />conjunction with other reclamation activities will be ripped to alleviate <br />compaction, regraded to blend with surrounding undisturbed and reclaimed <br />terrain, topsoiled, and revegetated. <br />Fuel Tanks. EFCI has established a fuel storage area immediately adjacent <br />to the coal preparation plant as shown on the Mine Surface Facilities Map, <br />(Map 18). The storage facility consists of three (3) above ground storage <br />tanks located within a concrete containment wall, and associated piping <br />and connections necessary for fueling mine equipment. The three (3) steel <br />tanks which have capacities of 16,500, 500 and 10,000 gallons each are <br />utilized to store diesel fuel and hydraulic oil (two cell tank), gasoline, <br />and propane respectively. <br />• Prior to 1988, diesel and gasoline storage tanks were installed <br />underground. In mid-1988, primarily as result of more stringent <br />regulations for underground storage tanks, EFCI excavated existing <br />underground tanks and constructed a surface installation.
